Governor Ron DeSantis appoints five experienced engineers to serve on the Florida Board of Professional Engineers

Tallahassee, Florida – Governor Ron DeSantis has announced the appointment of two new members and the reappointment of three existing members to the Board of Professional Engineers, strengthening the leadership of the board responsible for regulating engineering practice and standards across Florida. The newly appointed members are Christopher Forehand and Richard Temple, while Dylan Albergo, Jeb Mulock, and Brock Shrader have been reappointed to continue their service. These appointments are subject to confirmation by the Florida Senate.
Christopher Forehand, President of Panhandle Engineering, Inc., brings decades of experience in civil engineering and active involvement in his community. A member of the Florida Engineering Society, Forehand also previously served on the Florida State University Panama City Development Board. He earned his bachelor’s degree in civil engineering from Florida State University, and his appointment is expected to add significant expertise in both engineering and organizational leadership to the board.
Richard Temple, the Regional Director of Walter P. Moore, also joins the board as a new appointee. Temple’s experience in the engineering field is extensive, with active participation in the American Concrete Institute, the American Council of Engineering Companies of Florida Board of Directors, and as a founding member of the Tampa Bay Chapter of the Florida Structural Engineers Association. He earned his bachelor’s degree in civil engineering from the University of Nottingham, providing an international perspective that complements his professional background.
Reappointed to continue their service, Dylan Albergo, Lead Engineer at the Tampa office of TLP Engineering Consultants, brings both experience and recognition within the engineering community. Albergo, a member of the Florida Engineering Society, was named the 2019 Florida Engineering Society Young Engineer of the Year for the Tampa Bay Chapter. He holds a bachelor’s degree in civil engineering from Florida State University and a master’s degree in civil engineering from the University of Florida, offering a strong combination of academic and practical expertise.
Jeb Mulock, President and Owner of ZNS Engineering of Bradenton, also returns to the board. Active in his community through involvement with the Kiwanis of Bradenton and service on the Manatee County Children Services Advisory Board, Mulock has a dual academic background, holding a bachelor’s degree in business administration from The Citadel and a bachelor’s degree in civil engineering from the University of South Florida. His leadership and community engagement are expected to provide valuable insight for the board’s initiatives.
Finally, Brock Shrader, President of Wilson & Girgenti, P.A., rounds out the board with his experience in both engineering and law. Shrader, who earned a bachelor’s degree in mechanical engineering from the Georgia Institute of Technology and a juris doctor from Florida Agricultural and Mechanical University, has been recognized by Florida Trend in 2022 and 2023 as part of the Best Companies to Work For. His dual expertise in engineering and legal matters is anticipated to offer a unique perspective in regulatory and compliance discussions.
Governor DeSantis’ appointments reflect a commitment to ensuring that the Board of Professional Engineers is staffed with professionals who combine technical expertise, leadership experience, and community involvement. The board is responsible for maintaining high standards in the practice of engineering across Florida, including licensing, ethical oversight, and professional development.
With these appointments, the Board of Professional Engineers enters 2026 with a strengthened leadership team poised to guide policy, uphold professional standards, and support Florida’s engineering community in addressing the state’s growing infrastructure and technological needs.
